The EITLC is composed of three different yet overlapping bodies: the Steering Committee, the EITLC Members, and the Priority Action Teams.


Priority Action Teams

The Environmental Information Technology Leadership Council (EITLC) is now accepting nominations and volunteers for its five 2010 Priority Action Teams (PATs). The PATs are focused on topics voted on by the environmental information community in October. The following 2010 Priority Action Teams are described in detail on the EITLC Wiki and need your participation:


Issue area experts from the environmental information community are encouraged to join a Priority Action Team centered on a topic directly pertaining to or interesting them. Joining a PAT gives potential participants the ability to connect with colleagues from other agencies, learn from the experience of others, and work to improve, document, and share best practices in relevant information management areas. The EITLC believes that participation on a PAT requires only a modest time commitment but the collective effort will benefit both participants and environmental community as a whole. Each PAT will convene as necessary, provide periodic updates to the EITLC on progress, and present their final work to the EITLC if applicable. The term of each PAT will be situational and dependent upon the issue area being discussed.


To join a Priority Action Team, please send an email including the below information to Tamara Power-Drutis at tamara.power-drutis@ross-assoc.com:

  • Name, Position, and Organization/Agency
  • Contact Information (phone and email)
  • Brief description of professional experience related to issue area of desired PAT
  • Identification of intended PAT(s) and brief description of why they are interested in joining the PAT


There is a rolling nomination period for Priority Action Team membership.


EITLC Membership

Members of the Council are the information technology leaders, managers, and directors who provide leadership and policy guidance in their respective organizations. Examples of such positions include Information Technology Division Managers, Information Resource Division Managers, Information Systems Administrators, Chief Information Officers, and others with similar decision-making authority in the partner groups. Membership in the Council is open to EPA and state agencies and tribes with primacy for administering environmental programs.

EITLC Steering Committee

Co-Chairs of the Council are selected from EPA and the States (through the Environmental Council of the States), and selected by EPA's Chief Information Officer (CIO) and the ECOS President respectively. Co-Chairs preside at all meetings of the Council and jointly arrange for staff support for the activities of the Council. A six-member Steering Committee, which meets at least two times per year, governs the Council, including the Co-chairs and four Council members - two designated by EPA and two selected by the States - serve as the Steering Committee. The Steering Committee provides recommendations to the Council for the formulation of subcommittees, their duties and scope, and appoints subcommittee chairs. The terms of the members of the Steering Committee are two years, staggered. Members should strive for consensus on issues brought before the Council. Where consensus is needed and cannot be reached, the Co-Chairs will inform the EPA CIO and the Chair of the ECOS Data Management Work Group. The Steering Committee will review the Charter, annually.
