Issue Overview
Publishing is the process of providing access to data over the Internet in a flexible format. In some cases the data is available on demand by authorized users; in other cases anyone is able to download it to their computers. Regardless, data is readily discovered and distributed as applications are customized for specific audience groups. Data which is made available in raw or analyzed formats is published to a broader audience of users and intermediaries. Reusable publishing formats improve user understanding of information, as it is possible to combine and analyze data, and for users to summarize and interpret information for others. Users are not expected to retain or manage their copy of the data, and publishers are not expected to track who accesses their data in order to provide updates to that user.

Issue Components
Publishing is tightly coupled with issues around respectful use of data, including misinterpretation or misuse of data, attribution of data to the provider, as well as the authorization process for publishing from the original data provider. The availability of metadata, particularly if data is passed through an intermediary, is a primary security/misuse concern.
Potential Next Steps or Solutions for EITLC Consideration
To further explore data publishing options, the EITLC should consider standardization of data publishing approaches and possibilities for decreasing the cost of publishing technologies. The Exchange Network is currently pursing publishing options through partnership with DataFed.
